This is the route most Qatari traders can actually use, and it doesn't require routing through any third-party exchange.

QCB Circular No. 6/2018 bars every financial institution operating in Qatar — banks and exchange houses included — from dealing in Bitcoin or any cryptocurrency. That rule sits on the institution side, but its effect reaches anyone trying to move QAR into crypto through the formal banking system, because there's no licensed exchange or bank channel inside Qatar built to do it.
The Qatar Financial Centre added a second layer on top of that in 2019, when the QFCRA announced that no virtual asset service may be conducted in or from the QFC. When the QFC rolled out its Digital Assets Regulations 2024, opening the door to tokenizing real assets like shares and bonds, the QFCRA's own announcement made a point of confirming that cryptocurrencies, stablecoins, and CBDCs remain classified as "Excluded Tokens" under that new framework. In plain terms: Qatar built one legitimate new channel for digital assets in 2024, and crypto was specifically kept out of it.
None of this is the same as Algeria's outright criminal ban on individual crypto ownership, and we haven't found a Qatari statute that names personal possession of crypto as a crime for an individual. But there's a real difference between "unregulated, proceed with normal caution" and "the institutions that would need to facilitate this transaction are barred from doing so by circular."
